Project Manager - Women’s Economic Empowerment (Climate-Smart Livelihoods & Circular Economy) Job Specification The WEE Project Manager will lead the implementation of an integrated program to advance climate-smart livelihoods and promote circular economy models for women in Northeast, Northern, and Southernmost Thailand. The role involves program strategy, coordination with multi-sector stakeholders, support to women-led green enterprises, and promoting scalable solutions that enhance climate resilience and economic security for marginalized women. Key Responsibilities Program Leadership and Implementation Lead strategic planning, delivery, and monitoring of women’s economic empowerment programs centered on sustainable agriculture, green microenterprises, and circular economy innovations. Design and oversee field activities including climate-smart farming, local value chain development, sustainable production, and upcycling/recycling initiatives. Promote gender-transformative approaches to ensure inclusive participation and leadership of women, especially from ethnic minorities, rural areas, and conflict-affected communities. Collaborate with technical teams to integrate environmental sustainability and gender equality across all program components. Monitoring, Evaluation, and Learning (MEL) Establish MEL systems that track impact on women’s income, decision-making, and resilience to climate shocks. Support participatory assessments, beneficiary feedback mechanisms, and adaptive learning loops. Lead reporting to donors and prepare case studies to document innovation and success stories. Partnerships and Stakeholder Engagement Build strong partnerships with women’s cooperatives, social enterprises, local governments, academic institutions, and private sector actors working in green economy and sustainable agriculture. Coordinate with CARE International, relevant networks, and policy platforms to share learning and scale impact. Represent Raks Thai in external meetings, working groups, and strategic dialogues on WEE, circular economy, and climate resilience. Team Management and Capacity Building Supervise project officers, technical consultants, and community facilitators across project locations. Facilitate training and mentoring to build capacity of staff and partners on green business development, climate-smart technologies, and financial inclusion. Foster a culture of collaboration, innovation, and accountability within the project team. Qualifications and Experience Master’s or Bachelor’s degree in Development Studies, Gender and Environment, Social Enterprise, Agricultural Economics, or related field. Minimum 5 years’ experience managing multi-sector development projects, especially those focused on women’s livelihoods, sustainable agriculture, or rural entrepreneurship. Knowledge and experience in climate adaptation, circular economy, green economy, or regenerative agriculture is strongly preferred. Solid understanding of gender equality, social inclusion, and participatory community engagement. Proven ability to manage field-based teams and implement projects across diverse regions and cultural contexts. Experience working with ethnic minority groups, conflict-affected women, or those in the informal sector is an asset. Strong written and verbal communication skills in Thai and English. Ability to travel frequently to project sites in the North, Northeast, and Southernmost provinces. Desirable Competencies Experience designing or managing projects funded by donors such as UN Women, GCF, EU, or bilateral aid agencies. Familiarity with digital platforms for green business, e-commerce, or mobile finance. Commitment to feminist leadership principles and locally-led development.
