HES Team Lead - Offshore (Contract)

Key Responsibilities:

• Oversee and coordinate offshore HES activities with subcontractors and ensuring that all offshore operations comply with the company and client HES requirements along wit the procedures, policies, and regulations.

• Supervising HES Coordinators while overseeing HES supervision, inspections, audits, training, and incident investigations.

• Ensures the effective implementation of IIF principles in offshore work practices.

• Developing HES procedures, preparing reports, monitoring work behaviors, and supporting the continuous improvement of the offshore HES management system and serve as an HES Representative/Officer while working offshore.

Supervision and Coordination:

• Oversee and coordinate offshore HES activities, ensuring adequate coverage and compliance with safety procedures, policies, and regulations.

• Collaborate with construction, installation teams, project management, and client HES representatives.

• Ensure subcontractors adhere to policies and contractual obligations.

• Collaborate with vessel and construction crews to promote safety, facilitate drills, and raise HES awareness.

HES Inspections, Audits, and Incident Investigations:

• Conduct regular offshore HES inspections and audits, reporting findings to stakeholders.

• Lead incident investigations, ensuring root cause analysis and corrective actions are implemented.

• Review and resolve incident and near-miss reports, conducting hazard assessments and risk evaluations.

• Support verification and validation (V&V) processes to ensure operational safety.

HES Training and Programs Engagement:

• Implement and promote HES programs (e.g., IIF culture, BBS, SSE, SWCs) and provide training for offshore personnel.

• Facilitate offshore emergency response planning and drills.

• Conduct HAZID review sessions for major offshore installation activities.

• Facilitate offshore emergency response planning and drills.

HES Reporting and Continuous Improvement:

• Develop and update offshore HES plans, policies, and procedures.

• Report and submit daily, weekly, and monthly overall offshore HES performance, and support continuous improvement initiatives by recommending enhancements.

• Participate in project management interface meetings with offshore teams, client representatives, and subcontractors.

Regulatory Compliance and Offshore Safety Culture:

• Ensure all offshore activities comply with HES laws, regulations, and client requirements.

• Advising subcontractors and engaging with regulatory bodies during audits and inspections.

• Serve as the primary offshore HES contact for safety inquiries and performance tracking.

Qualification

• Bachelor’s degree in Occupational Health and Safety, Environmental Science, or equivalent. (Certified Professional Safety Officer)

• 8+ years in HES management in the oil and gas industry, offshore experience, with 5 years in a lead role.

• Leadership, communication, planning, risk management, hazard awareness, and problem-solving abilities.

• Strong interpersonal skills, proactive, detail-oriented, with a commitment to safety and regulatory compliance.

• Strong English communication skills, both written and spoken.

• Proficiency in MS Office e.g. Word, Excel, Access and Power Point

• Knowledge of relevant HES regulations and standards (e.g., OSHA, IOGP, ISO 14001, ISO 45001)

• Commitment to fostering a strong offshore safety culture.

• Able to work offshore
